c.. Transfer of line responsibility for the
Monetary Division from the Deputy Director of
Finance to the Deputy Director for Financial
Operations; and
d. .Realignment of functions within the Compensation
Division to align pay.cases.in accordance with
types of cover and pay arrangements to enhance
protection of sources and methods.
,3. (C) The proposed-action above does not change the
average grade of the Office of Finance to 9.46.

1. (U/AIUO) Attached is a.proposed Staffing Complement
for the Office of Finance to conform to Fiscal Year 1978 ceiling
authorization of
2. (C) The revised. Complement reflects a. number of
adjustments within and between the staffs and divisions either
to improve productivity or to more closely associate related
functions. Principal changes are:
a.. Transfer of function for National Programs
from Office of SIGINT to Audit and Certification
Division;
b. Transfer of the function for systems analysis
work from the-Accounts and Analysis Division to
the Planning Staff with appropriate change in
titles;
