MEMORANDUM FOR: The Comptroller
SUBJECT : DCI Project--VSS Support
1. The purpose of this project is to render aid and assistance
to the work of the Veterans of Strategic Services in order to urge
that organization to remain in existence, and to aid it in maintaining
contact with the veterans of resistance in other countries. These
objectives will be accomplished first by the Agency assisting the VSS
in the conduct of its meetings by providing speakers and other material
designed to maintain an interest in intelligence work. Secondly, as
with the assistance provided to the organization in bringing members
of the French Resistance to the United States in 1959, aid will be given
to the VSS in its work with resistance organizations of World War II
in other parts of the world. Finally, the project will actively aid the
work of who has been authorized to prepare
the definitive public history of the Office of Strategic Services.
2. For the balance of FY 1960 and for FY 1961 this project
will provide a research assistant, to be supplied by the Agency, to
STATINTL work with This research assistant will
be maintained as a CIA career staff employee.
3. To aid the VSS in its current program for returning the
visit of the French Resistance veterans, the Agency will provide certain
material and mementos of an official nature to be given to the French
Resistance. These will include specially designed medallions of which
some 18 will be provided to members of the French Resistance, a
bronze plaque to be presented to the L'Amicale Action to be placed on
their building commemorating the collaboration of OSS and the French
Resistance and certain other operational gifts.

4. Chargeable against this project will be certain other
items such as transportation to France for an official representative
of the Agency, if this is determined to be in our interests. These
funds are to be drawn from the Director's special account.
