There were several technical points which I brought to Mr. Schwasswalder's attention, suoesting that possibly certain specific provisions were not necessary in view of authorities existing in general law. Since ae took notes on these, I have not detailed thorn in this letter. We have noted that in secttos 31 it is proposed the Director of the : isarmament Agency be authorised to :make arrangements for research in certain fields which are closely allied to existing rosponsi- bilities of this Agency. In particular I refer to Subsections (a). (b) and (c) of -Section 31. If the proposed legislation is enacted into law, we believe that class coordination and consultation will be necessary to avoid duplication of effort. In connection with the coordination problem, we note Section 37 provides for collaboration and coordination between the Director of We Disarmament Agency and the Secretary of Defense and the Atomic ?.nergy Commisbion with suitable procedures to See established subject to the approval of the President.
