SUBJECT: Proposed Overseas Differentials and Allowance
1. Enclosed is a copy of H. R. 5007, Overseas Differentials and
Allowances Act, introduced in the 86th Congress by Congressman James
H. Morrison. This bill is a revised version of H. R. 5527 which was
introduced by Mr. Morrison in the 85th egress and reviewed by your
Office in February 1958.
Z. Preliminary review of H. R. 5007 indicates that with one
exception changes in the new bill are minor. Section 311(d) includes
the definition of furniture and household and personal effects recommended
by the State Department and this Agency when we supported H. R. 3527
last year.
3. The Bureau of the Budget has requested cssnments on this bill
from the Department of Defense, Civil Service Commission and the State
Department. I would appreciate your review and comments on H. R. 5007
no later than 3 A rdsr that we might develop an Agency position
with regae ."o the bill.
