meeting was imeveattul from the Agency standpoint, the saucy presenta-
fives were most interested in the discussions as they reflected the state
Department and budget positions on legislation in which we have a genera/
interest. At the meeting. Mr. itoodyear indicated that State representatives
have briefed USIA and ICA on their proposals and expect a no objection
reply from them. The provisions discussed at some length were:
a. etLrewent. 4r. Platt gnarled the :Asti people at some length on
their retirementpropcaals and indicated a desiritior a detailed compari-
son of time basic system* of Foreign iervice and t. ij ,service retirement.
Mr. 14 aticiyorar emphasized the need for recognition fakspecial legislation
for the It 4 reign Service in view At its particular probleAs in the retire
121 teirti field. However. Mr. Carroll also indicated a need for this compari-
son, and the Civil Service and ,`_:tate Departmeat representatives are to
draw it ap. Mr. Platt also requested cost figures on the retirement pro-
posal. in terms of the relative cost of payroll.
b. -election-out. Mr. Sowthworth intik/steed that 1:,ep ty Under ..-4ec
handers-on deflnitly wanted a tighter select/m.0st program. ft is his
desire to improve selection-out benefits so that state selection boards
will not be reluctant to separate employees under these provisions.
! outhworth stated that at the present time -tate Department has shout tee
selection-out cases Ar year. He eurpects this average to Inc:east; to
approAhnately 35 such cases if this legislation is passed. This awnless'
would constitute at least 1% selection-out of each class each year. In
connection with the annuity provisions of section 877(a) of the W11 in
selection-out cases. Mr. Platt raised a question on,permittiog the

acceptaace of a Foreign Service retirement annuity and the salary of a
position with another Government agescy without any reference to age.
(It is believed that this section of the bill will receive very close scrutiny
by the Bureau of the Budget).
c. Mr. icorb did not want to take a position on section's 637(a) and
632(a). on separation for cane. and curtailment of staff, but expressed
some concern over these provisions as they relate to Veterans' Prefer
fence Benefits.
d? LooklDtaftt Traininjg. There was considerable discussion over the
tate Department proposals in the field of lupine training. The State
Lepartment representatives Indicated that this section incorporated the
provision of Senator 5-.altonstall's bill, S. 3532. They have not fully
developed a language training program nor have they fully developed
their jestifications for these provisions. In this connection,
described in general terms the Agency's language training program and
offered assistance to...'tate (*developing their background materials in
this area.
