My dear Mr. Dulles:
Our letter to you of September 20 requested the transfer
of the balance of the 000 000 construction appropriation for the
George Washington Memorial Partway between Spout Run-and the Central
Intelligence Agency site near Langley, Virginia. Request for the
remaining funds was based on the imminence of construction contracts
for grading and bridges on this portion of the Parkway.
The contractor on the first unit has already started
operations, and plans are ready for advertisement on the second
grading section which will extend from Chain Bridge to the vicinity
of Virginia Highway 123. Plans are also being completed for several
of the bridge structures on this portion of the Parkway; however, we
are unable to advise the Bureau of Public Roads to proceed with ad-
vertisement of further construction contracts until additional funds
are made available. Postponing the advertisement date means that
the date for final completion and use of the roadway will be corre-
spondingly delayed. We are anxious to have the Parkway completed so
that it will be available for use upon completion of the Central
Intelligence Agency headquarters building.
We believe that all of the necessary obstacles have been
removed for'the transfer of these funds and, in'order to avoid any
dela ys , we suggest that all of the remaining funds referred to in
our letter of September 20 be transferred at as early a date as
possible.
