Making supplemental appropriations for the fiscal year ending
June 30, 1957, and for other purposes.
1 Be it enacted by the Senate and House of Representa-
2 tives of the United States of America in Congress assembled,
3 That the following sums are appropriated, out of any money
4 in the Treasury not otherwise appropriated, to supply sup
-
5 plemental appropriations (this Act may be cited as the
6 "Supplemental Appropriation Act, 1957") for the fiscal
7 year ending June 30, 1957 and for other purposes, namely:

4 SUGAR ACT PROGRAM
5 The limitation under this head in the Department of
6 Agriculture and Farm Credit Administration Appropriation
7 Act, 1957, on the amount of expenditures (including trans-
8 fers) from this appropriation for other than payments to
9 sugar producers is increased by $189,000.
10 FEDERAL CROP INSURANCE CORPORATION
11 SUBSCRIPTION TO CAPITAL STOCK
12 To enable the Secretary of the Treasury to subscribe

7 of the establishment of the Coast and Geodetic Survey.

10 For an additional amount for "Salaries and expenses",

14 For expenses necessary for carrying out the provisions
15 of the Export Control Act of 1949 as amended, relating to
16 export controls, including awards of compensation to in-
17 formers under said Act and as authorized by the Act of
18 August 13, 1953 (22 TJ. S. C. 401) , $3,000,000, of which
19 not to exceed $950,000 may be advanced to the Bureau of
20 Customs, Treasury Department, for enforcement of the
21 export control program, and of which not to exceed $88,000
22 may be advanced to the appropriation for "Salaries and
23 expenses" under General administration.

13 1953 (Public Law 209) , the Act of July 27, 1954 (Public
14 Law 534) the Act of September 1, 1954 (Public Law

16 Act of ?, 1956 (Public law ?) , without regard to

11 Law 534) , the Act of September 1, 1954 (Public Law
12 765) , the Act of July 15, 1955 (Public Law 161) , and of
13 the Act of , 1956 (Public Law ?) without regard
14 to sections 1136 and 3734, Revised Statutes, as amended,
is including hire of passenger motor vehicles, to remain avail-
16 able until expended, $1,228,000,000.
17 GENERAL PROVISIONS
18 SEC. 301. Funds appropriated to the military depart-
19 ments for construction in prior years are hereby made avail-
20 able for construction authorized for each such department
21 by the Act of , 1956 (Public Law ?) .
22 SEC. 302. None of the funds appropriated in this chapter
23 shall be expended for payments under a cost-plus-a-fixed-fee
24 contract for work where cost estimates exceed $25,000 to

1 be performed within the continental United States without
2 the specific approval in writing of the Secretary of Defense
3 setting forth the reasons therefor.
4 SEC. 803. None of the funds appropriated in this chapter
5 shall be expended for additional costs involved in expediting
6 construction unless the Secretary of Defense certifies such
7 costs to be necessary to protect the national interest and
8 establishes a reasonable completion date for each project,
9 taking into consideration the urgency of the requirement,
10 the type and location of the project, the climatic and seasonal
11 conditions affecting the construction and the application of
12 economical construction practices.
13 SEC. 304. None of the funds appropriated in this chapter
14 shall be used for the construction, replacement, or reaetiva-
15 tion of any bakery, laundry, or dry-cleaning facility in the
16 United States, its Territories or possessions, as to which the
17 Secretary of Defense does not certify, in writing, giving his
18 reasons therefor, that the services to be furnished by such
19 facilities are not obtainable from commercial sources at
20 reasonable rates.
21 SEC. 305. Funds appropriated to the military depart-
22 ments for construction are hereby made available for ad-
23 vance planning, construction design and architectural serv-
ices, as authorized by section 504 of the Act of September
25 28, 1951, as amended, 69 Stat. 352.

1 SEC. 306. Appropriations to the military departments for
2 construction may be charged for the cost of administration,
3 supervision and inspection of family housing authorized pur-
4 suant to title IV of the Act of August 11, 1955 (Public Law
5 345) , in an amount not to exceed three and one-half per
6 centum of the cost of each such project: Provided, That such
7 appropriations shall be reimbursed from the proceeds of any
8 mortgage executed on each such project.
9 SEC. 307. Any limitations contained in the Depart-
10 ment of Defense Appropriation Act, 1957, on the unit
11 cost of construction of family quarters shall not be appli-
12 cable to (a) forty-seven units of family, quarters at the
13 United States Air Force Academy, the individual cost of
14 which shall not exceed the following limitations: $75,000
15
16 for the deans; and $30,000 on forty-four units for depart-
17 ment heads, and (b) $31,500 on three units for the Deputy
18 Chiefs of Naval Operations to be constructed at the United
19 States Naval Observatory, Washington, D. C.
20 SEC. 308. Funds appropriated to the military depart-
21 ments for construction may be used for advances to the
22 Bureau of Public Roads, Department of Commerce, for the
23 purposes of section 6 of the Defense Highway Act of 1941
24 (55 Stat. 705), as amended, and section 12 of the Federal-

on one unit for the superintendent; $50,000 on two units

1 Aid Highway Act of 1950 (64 Stat. 785) , as amended,
2 when projects authorized therein are certified as important
3 to the national defense by the Secretary of Defense.
4 SEC. 309. No funds appropriated for military construe-
5 tion shall be made available to the respective military
6 departments in a manner so as to restrict the application
7 of funds to any specific project or installation.
8 CHAPTER IV
9 DEPARTMENT OF DEFENSE?CIVIL FUNCTIONS
10 DEPARTMENT OF TI-I ARMY
11 GOVERNMENT AND RELIEF IN OCCUPIED AREAS
12 For expenses, not otherwise provided for, necessary to
13 meet the responsibilities and obligations of the United States
14 in connection with the government or occupation of the
15 Ryukyu Islands, including, subject to such authorizations
16 and limitations as may be prescribed by the head of the
17 department or agency concerned, tuition, travel expenses,
18 and fees incident to instruction in the United States or else-
19 where of such persons as may be required to carry out the
20 provisions of this appropriation; travel expenses and trans-
21 portation; services as authorized by section 15 of the Act
22 of August 2, 1946 (5 U. S. C. 55a) , at rates not in excess
23 of $50 per diem for individuals not to exceed ten in number;
24 translation rights, photographic work, education exhibits,
25 and dissemination of information, including preview and

review expenses incident thereto; hire of passenger motor
2 vehicles and aircraft; purchase of four passenger motor ye-
hides for replacement only; repair and maintenance of
4 buildings, utilities, facilities, and appurtenances; and such
5 supplies, commodities, and equipment as may be essential
6 to carry out the purposes of this appropriation'; $2,350,000,
7 of which not to exceed $1,280,000 shall be available for
8 administrative and information and education expenses:
9 Provided, That the general provisions of the Appropriation
10 Act for the current fiscal year for the military functions of
the Department of the Army shall apply to expenditures
12 made by that Department from this appropriation: Provided
13 further, That expenditures from this appropriation may be
14 made outside continental United States when necessary to
15 carry out its purposes, without regard to sections 355; 1136,
16 3648, and 3734, Revised Statutes, as amended, civil service
17 or classification laws, or provisions of law prohibiting pay-
18 ment of any person not a citizen of the -United States: Pro-
19 vided further, That expenditures may be made hereunder
20 for the purposes of economic rehabilitation in the Ryukyu
21 Islands in such manner as to be consistent with the general
22 objectives of titles II and III of the Mutual Security Act
23 of 1954, and in the manner authorized by sections 505 (a)
24 and 522 (e) thereof: Provided further, That funds appro4
25 priated hereunder and unexpended at the time of the tenni=

1 nation of occupation by the United States, of any area for
2 which such funds are made available, may be expended by
3 the President for the procurement of such commodities and
4 technical services, and commodities procured from funds
5 herein or heretofore appropriated for government and relief
6 in occupied areas and not delivered to such an area prior
7 to the time of the termination of occupation, may be utilized
8 by the President, as may be necessary to assist in the main
--
9 tenance of the political and economic stability of such areas:
10 Provided further, That before any such assistance is made
11 available, an agreement shall be entered into between the
12 United States and the recognized government or authority
13 with respect to such area containing such undertakings by
14 such government or authority as the President may deter-
15 mine to be necessary in order to assure the efficient use of
16 such assistance in furtherance of such purposes: Provided
17 further, That such agreement shall, when applicable, include
18 requirements and undertakings corresponding to the require-
19 and undertakings specified in section 303 of the
20 Mutual Security Act of 1954: Provided further, That funds
21 appropriated hereunder may be used, insofar as practicable,
22 and under such rules and regulations as may be prescribed
23 by the head of the department or agency concerned to pay
24 ocean transportation charges from United States ports, in-
25 eluding territorial ports, to ports in the Ityukyus for the

1 movement of supplies donated to, or purchased by, United
2 States voluntary nonprofit relief agencies registered with
3 and recommended by the Advisory Committee on Voluntary
4 Foreign Aid or of relief packages consigned to individuals
5 residing in such areas: Provided further, That under the
6 rules and regulations to be prescribed, the head of the de-
7 partment or agency concerned shall fix and pay a uniform
8 rate per pound for the ocean transportation of all relief
9 packages of food or other general classification of commodi-
10 ties shipped to the Ryukyus regardless of methods of ship-
11 ment and higher rates charged by particular agencies of
12 transportation, but this proviso shall net apply to shipments
13 made by individuals to individuals: Provided further, That
14 the President may transfer to any other department or
15 agency any function or functions provided for under this
16 appropriation, and there shall be transferred to any such
17 department or agency without reimbursement and without
18 regard to the appropriation from which procured, such prop-
19 erty as the Director of the Bureau of the Budget shall de-
20 termine to relate primarily to any function or functions so
21 transferred.
22 CORPORATION
23 The following corporation is hereby authorized to make
24 such expenditures, within the limits of funds and borrowing
25 authority available to such corporation, and in accord with,

1 law, and to make such contracts and commitments without
2 regard to fiscal year limitations as provided by section 104
3 of the Government Corporation Control Act, as amended,
4 as may be necessary in carrying out the programs set forth
5 in the budget for the fiscal year 1957 for such corporation,
6 except as hereinafter provided:
7 EXPORT-IMPORT BANK OF WASHINGTON
8 ADMINISTRATIVE EXPENSE LIMITATION
9 Not to exceed $1,670,000 (to be computed on an ac-
10 crual basis) of the funds of the Export-Import Bank of
11 Washington shall be available during the current fiscal year
12 for all administrative expenses of the bank, including services
13 as authorized by section 15 of the Act of August 2, 1946
14 (5 TJ. S. C. 55a) at rates not to exceed $50 per diem for
15 individuals, and not to exceed $9,000 for entertainment al-
16 lowances for members of the hoard of directors when spe-
17 cifically authorized by the chairman of the board: Provided,
18 That necessary expenses (including special services per-
19 formed on a contract or 'fee basis, but not including other
20 personal services, and fees or dues to international organiza-
21 tions of credit institutions engaged in financing foreign trade)
22 in connection with the acquisition, operation, maintenance,
23 improvement, or disposition of any real or personal property
24 belonging to the bank or in which it has an interest, includ-
25 ing expenses of collections of pledged collateral, or the in-

1 vestigation or appraisal of any property in respect to which
2 an application for a loan has been made, shall be considered
3 as nonadministrative expenses for the purposes hereof.

8 For an additional amount for "Salaries and expenses",
9 $375,000: Provided, That the limitation under this head in
10 the General Government Matters Appropriation Act, 1957,
11 on the amount available for expenses of travel is increased
12 from "$70,000" to "$110,000".
