He asked who the author was, and when I gave him a brief account of 25X1A9a background he expressed amused surprise, since he had been told by members of his staff that the author was a woman (confused with 75X1A9a 25X1A9 apologized for his delay in reading the paper, comment- ing on the fact that studies of this type usually get bogged down in In Boxes, and are only likely to be read if they can be taken home over a weekend. In this connection, he asked about the significance of the classification (Confidential). I assured him that the classification of all SRS studies, whether Official Use Only or Confidential, is some- what nominal and has to do primarily with the fact that the name of the Agency appears on the cover. In practice, we encourage declassifica- tion as far as possible. spoke of the paper in terms of highest praise. He felt that it was the kind of mature, sophisticated study which is all too seldom produced in the governmental environment. I expressed parti- cular appreciation of this praise since a number of specialized analyst readers had criticized it on the somewhat inconsequent grounds that it contained little or nothing which they did not already know - a point on, which I have some doubt - and that it would not have any impact on a busy policy-maker because of its length, its literary style, and its 25X1A9aexten.sive use of quotations. replied that therein pre- cisely consisted its merit. He felt that papers of this type would only suffer from excessive concern with coordination or with specific impact. He expressed great interest in receiving the next instalment, Hungary, which I told him would be published in January.
