Corso 1d69 SUBJECT: Report of the Quantico Vulnerabilities Panel NSC Declassification/Release Instructions on File* DATE: June 23, 1955 Although the report has many good points and suggestions, they are in most cases neutralized or cancelled out by unrealistic proposals. The entire report reflects either a lack of knowledge or disregard of the basic principles and nature of Soviet and Chinese Communism. The main features of the unrealism and lack of knowledge are as follows: 1. That Soviet leaders act at present from fear of our position of strength. This can hardly be reconciled in the face of Soviet-Chinese and satellite armed strength compared to the free world. This premise is illusory. 2. Soviet power might recede from Eastern Europe. This again is wishful thinking in the face of Communist aims. They must be forced to recede. Austria was not a step backward. 3. Soviet leadership since Stalin's death has muddied the Stalinist image of inevitable advance of Communism. There has been absolutely no change in the goals of Communism or Communist theory as laid down by Marx and interpreted by Lenin and Stalin. 4. The world has hanging over it a shadow of destructive nuclear warfare. The approach on this subject paralyzes our thinking and we lead from weakness or fear. 5. Move towards a free Europe. The Soviets will not give up one foot of land. Communist theory states that a "free" Europe is one combined under the Communist banner. 6. Trust is essential to any effective armaments control system. Korea and Indochina and other broken treaties have clearly revealed that the Communists are only interested in that furthers their interest. As long as they are Communists, they cannot be trusted. 7. Expand East-West trade. Soviet trade policies are governed only by their strategic considerations. Free and unhampered international communications for the exchan e of information and ideas. Impossible in a Communist society. 9. Strain on the Moscow-Peipir alliance. This reveals a definite lack of knowledge of the nature and motivation of the Sino-Soviet alliance and international Communism. 10. Convince Asians that the U.S. is capable and willing to deal by means short of maior war, with Communist military aggression. This should not be stated openly since it will encourage the Soviets and Chinese Communists to conduct aggressive moves and disillusion the captive peoples behind the iron and bamboo curtains.
