1. By Executive Order 11222 dated 8 May 1965, the President
set forth the high standards of ethical conduct to which all offi-
cers and employees are expected to adhere in the performance of
their official duties. Among other things, the order prohibits
officers and employees from engaging in outside activities or having
any financial interest, direct or indirect, that might result in a
conflict or apparent conflict of interest between their private in-
terests and their official duties and responsibilities.
2. In accordance with the wishes of the President that em-
ployees be encouraged to seek counsel and guidance when confronted
with questions relating to ethical conduct or possible conflicts
of interest, the Director of Central Intelligence has designated
the General Counsel as the official to advise Agency officers and
employees in regard to such matters.
3. All Agency officers and employees are expected to adhere
to exemplary standards of behavior,to conduct themselves in strict
accordance with the provisions of HHB , and to avail themselves
of the opportunity for counseling and guidance should their personal
situation make such action appropriate.
