SUBJECT:
Acquisition of ADP Equipment and Services
1. In paragraph 7 your approval is requested for the acquisition
of additional direct access storage devices and display devices for
the ISD computer systems.
2. It is proposed that ISD acquire the additional disk devices,
control units, and associated display devices from IBM, on a rental
basis, required to load and search the main index on-line commencing
in the summer of 1973. This step represents the culmination of an
effort commencing in 1968 to develop the software package and
associated hardware to permit the mechanized tracing of the main
index. This effort has been successful beyond expectations in that
not only has the test bed the load maintenance, and search of the
been operating completely
successfully since the summer of 1972, but problems relating to
determining the completeness of our data base and preparing for the
load thereof have been successfully overcome nearly two years ahead
of schedule.
3. The load and searching of the main index will permit the X1A
Clandestine Service to respond with machine regularity to the near
400,000 external inquiries it receives from other USIB agencies each
year as well as to support its own operational needs for
The equipment proposed, summarized in Attachment A and detailed in
Memo for Chief, General Procurement Branch, PD/OL (Attachment B),
will be delivered during the course of the next eight months, in
segments as required in conjunction with the load and planning
schedule that has been devised, to meet the scheduled implementation
date.
4. The costs of the proposed acquisitions will total
approximately $18,000 per month. Funding has been provided in
approved program plans. No substantial dollar savings as a result
of these acquisitions can be anticipated, although it is hoped that
personnel costs will remain level if the name trace load on the
Clandestine Service were to increase. ?
5. There is no feasible alternative to the acquisition of 3330-
type spindles. If the utilization of a mass storage device becomes
feasible in the future for this file, the timing factors involved

be able to be run against this mechanized index.
would have to be critically examined, since demands against this
file are heavy and timing is a critical factor.
6. The proposed acquisition will effect other components,
specifically the DDS to the extent that performed for 25X1A

Biographic Index.

a. Two new double capacity Control Units - 1 for May 1973,
1 for July 1973
