National Defense Executive Reserve
This government-wide "executive reserve" established by Executive Order
10660, dated 15 February 1956 and administered by the Office of Civilian and
Defense Mobilization, is designed to provide a ready and available force to
supplement the top staff of the Agency in event of an emergency. CIA partic-
ipates on a semi-overt basis and 22 reservists, all of whom are either
consultants or former employees at super grade level, have been appointed.
They are registered with the Civil Service Commission and their assignment
to the Agency in the event of an emergency is assured. Where the individual
is not ordinarily in consultation with the Agency, occasional contact is
maintained by the sponsoring office of the Agency in NDER affairs. The 22
reservists are assigned to DD/I offices.
Civilian Standby Reserve
The CIA's Civilian Standby Reserve was approved in principle by the
Career Council 20 February 1958. The purpose of the Reserve is to establish
and maintain a current roster of skilled, available, and interested former
employees who can be contacted by the Agency in event the need for their
services arises. These Reservists receive no Agency-sponsored training, and
will be assigned to the GS grade for which qualified at the time of entrance
on duty. To date, approximately 450 former employees have indicated a willing-
ness to remain on call to the Agency in an emergency. An additional 250
cases are in varying stages of process. It is contemplated that the individ-
uals will be contacted annually to determine correctness of recorded addresses
and willingness to remain on call. The following criteria are used in deter-
mining individuals to be contacted:
1. grade GS-7 and above
2. possess qualifications which will be required in an
emergency, either to staff expanding activities or to replace employees
who will be lost to other mobilization assignments
3. not over 60 years of age
4. not a member of the military reserve.

Military Reserve
CIA, as the proponent Agency, monitors the military reserve programs
for Agency employees. This includes determining the location and appropri-
ateness of the inactive and active duty for training programs for Army and
Air Force Reservists and making recommendations in these areas to the Depart-
ment of Navy and the Marine Corps.
Continuous screening of employee military reservists is maintained.

The above tabulation includes enlisted reservists who have obligated
reserve service remaining, the majority of whom will not continue in the
reserve. The following tabulation of commissioned reservists assigned to
Agency-sponsored reserve training programs represents the "bard corps" of
the Agency's military reserve program:
