1. Credit Union
The Board of Directors has approved a 5f dividend for the third
successive year. In the past, the dividend cement his been held
,i. c i aential until the annual meeting. 'riovever, since the Federal Credit
Union Regulations no longer require that the annual meeting be held in
January, it will be scheduled in February. The dividend snnouncemsnt
&nc anaouncer.ent of the annual meeting will be made through un Employee
Fulletin 'which will soon be forwarded for your approval.
2. On-Duty 8trenZh Controls
As you know, the action memorenda recently issued by the Execu-
;,ive Director-Controller place restrictions on personnel actions
effecting assignments (by appointment.reusignment, or other action) to
oft'ices vbici are over ceiling. We believe certain routine exceptions
vtll be necessary and are preparing a memorandum requesting authority
;.o s;pro've these without referral to the Executive Director. The situ-
sjil::s ve have in mind are the follovings
a. Return of an employee to his parent career service upon
completion of a tour of duty in another component;
b. Statutory restorations (for example, return to duty :ram
leave without pay or from milita duty; mandatory reevployrant of

c. Training and overlap period for replacement of employee
completing tour of duty overseas.

interest In possible detail to the Agency. We ob-

by Agency officials. He bad been considered by the DD/SW prior to
General Carter's note. Subsequently, ID/I indicated that be bad no
25X1A9a suitable opening for within his current personnel
authorization. The file had r (erred to 11)/P for review but was
recalled by the Air Force on 3 January for a senior official (Assis-
ts.,t Secretary, we understand). It is possible that the Air Force
intends an iasdiate assignment for the Colonel and be will no Longer
be available to us. We will report star further inforstion we can obtain
on this matter.

interview, be asked about the possibility of satisfying his militar

and indicated that he would get in touch with us to arrange for tests
and other processing if he decides to follow through with a formal
application.
