1o The minutes of the lhth Meeting of the CIA Career Council were
approved as distributed.
2, The Chairman, in reporting on the status of the two Staff Studies,,
"Promotion and Assignment Policies", and "Manpower Staffing Requirements".,
(item 2. on the Agenda), stated that the Office of Personnel and the
Management Staff were making progress in devising implementing procedures.
3, The Deputy Director (Support) asked that, when the CIA Career
Council had approved a regulation or policy paper, that this come to
him for authentication and publication without being referred for further
review, This would shorten the normal time=consuming co-ordination process.
To this the Council agreed,
4, After considerable discussion, the Council rejected the proposed.
addition to the new Fitness Report (item 3, on the Agenda) and directed
that printing of the Report be rosined. It was agreed that the Chairman
would renort to the Director on this matter, suggesting that the Manage-
ment Staff be requested instead to devise methods additional to those
in force for periodically evaluating the need for individual positions
and the over-all size of the work force,
The Council approved the three additions to Regulation
(item It. on the Agenda), which established a Basic Intelligence Career

6,, The Council received the recommendations of the Defense Colleges
Selection Panel (item 5. on the Agenda), and decided to recommend to the
Director that he select the following candidates for Senior Staff Schools:
25X1A9a Mr. Deputy Comptroller, to the
Advanced Management Course,, Harvard University
Graduate School of Business Administration
25X1A9a Mr. Office of Communications,
25X1A9a' to the Armed Forces Staff College
It was agreed by the Council to advise the DD/I that it considers
that should receive a Sabbatical for further work in the
linguistics field.
7. Item 6, was removed from the Agenda.
8. The Meeting adjourned at LsliS p.m.
