Reference outlines the manner in which we now work with the Offices of the DDI to arrange for the assignment of DDI personnel to fill certain CS overseas personnel requirements. 2. The necessity for the Clandestine Services to attain and operate within FY 1965 personnel ceilings makes it imperative that we be frugal in making any personnel assignments which result in new or extended charges against the CS ceiling. It is recognized that we must continue to depend upon the Offices of the DDI to provide a limited number of specially trained and qualified personnel for some overseas functions in the fields of strategic intelligence, foreign language specialization, etc. Such necessary assign- ments, however, will be approved only when qualified Clandestine Services personnel are not available. Likewise, requests for extensions or new tours of DDI specialists must necessarily be subject to the provisions of referenced memorandum. In addition, any requests for assignments of DDI personnel to CS 25X1A positions in Headquarters will henceforth be processed in the same manner. 3. Please be assured that your requests for the assignments of DDI personnel in line with the above requirements will be processed promptly by this Office and the appropriate DDI component.
