2? The reference above is the statement of the General Counsel which
was placed on the Agenda of the Executive Committee of the CIA Career
Service Board that met on 17 September 1952.
3. nCommittee,. recognizing that the Board had already recommended
a policy to the Director, asked that I discuss this matter with you to
determine if you wish to have the question referred to the
Board, with the view of. asking the Board to reconsider the policy which it
had aireaty approved at its meeting on 26.~ugust 1952. That policy is
quoted below:
"O??.longevity should be accorded to reraonnel with tens twenty,
thirty, etc. years aggregate military or civilian service with
CIA or its predecessor organizations, - Cols 065, SSO and CIG
either by employment or by detail,"
