of the Honor Awards Board, CIA,, called upon Uo fo1o William
Slice of U1, General Staff, Uo So Army', to discuss matters
relevant to the National Security Medal. We Wise is acting
as the Aamyvs representative in dealing with the DC118 letter
of }fib Mardh 1953, to the Secretary of Defenseao which requested
the Army ?e assistance in designing the National Security Medal,
and also requested a statement of its i* ecedence in comparison
with military deccrationso

the Office of the Quartermaster General directing it to
assist CIA in datigning the National Security Medals He
also furnished us a copy of a proposed Dopexteent of Defense
dl,rective enweiating policy in respect to nos 3.tary Uo So

which established the National Security Modalti It will be
noted that the proposed directive ranks non-military decora-
tions immediately after military decorations$ but before all
service medals. However, a recipient who desires to emphasize
the National Security Medal could wear it in the mat promi-
nent position an the uniform Provided one service nodal is
worn after it o

out that the Department of Defense has prepared a complete
stud in respect to the criteria and levels of arnompliehment
required for award of military decorations. This material is
believed to be of great interest to this Agency, particularly
during the initial stages of establishing an awards system0
