CIA Career Service Board Meeting
5 November 19530 4:00 P.M.
1. Item 1. No anticipated problems.
5 November 1953
2. Item 3. At the request of Colonel White it is recommended that
Item 3 be taken up before Item 2. Colonel White will be with
the DCI when the Board convenes, but will come to the Board Meet-
ing later. He wishes partivilnply to be present when Item 2 is
discussed. Also, Item 2 is better associated with Item 4, Proposed
Definitions, rather than taking them up separately.
Attached is a brief statement, which can be used in connection
with Item 3, if you so desire?..of a conversation which
and I had with Mt. James Mitchell, Secretary of Labor on the
subject of tenure and job security in general. I have dittoed
copies which can be distributed to all members of the Board.

3. Item 2. This will probably be an extremely controversial subject,
with the overt (the forces of light) lining up against the covert
(the forces of darkness). Como, Training, and DD/A will probably
line up with the DD/P. No other problems.

4. Item 4. Mt. Sheldon has, I believe, withdrawn the definition
proposed by at the last meeting. Consequently, it was
not placed on the agenda since Mt. Sheldon has told me that he
accepts without reservation what is now proposal "C". The last
run down that I have would indicate thatL
25X1A2a will hold out for "B"; Iwill go along with "C"
but does not feel it very strong; and Colonel Baird believes that 25X1A2a
a combination of "A" and "B" is the solution.
5. New Business.
It is suggested that you announce that Monday, 23 November, will
be the meeting date in place of Thursday, 26 Novetber, Thanksgiving
Day.
It is doubtful if the Insurance Task Force can have a report by
3 December, as suggested in the minutes.
The agenda for the next meeting will include Tab "E", Personnel
Reserve for CIA, and Tab "H", Legislative Provisions for the
Organization and Structure of Career Service in CIA.
