SUBJECT Proposed Letter to Kaplan Committee
1. At the request of the CIA Career Service Board, following
its action on logiolative Task Foie Tab D, representatives of the
Personnel Office met on 4 November 1953 with Mr. Eliot Kaplan,
Chair of the Committee on Retirement Policy for Federal Personnel,
for an exploratory discussion of the Agency's retirement problems.
At the close of the discussion, Mr. . Kaplan indicated that he would
be receptive to a letter f'o.aizing for the Committee the basic
considerations presented. Accordingly, we have prepared the a#v"ach-
ed letter, which is being submitted to the Board for revietr and,
approval prior to dispatch by the Acting Deputy Director (Administration)
You twill note that the letter is consistent throe ,out with the pro-
visions of Legislative Task Force Tab D.
