MEMORANDUM FOR: Colonel White 19 November 1953
SUBJECT : Legislative Task Force
1. Attached is the verbatim transcript of the meeting of the CIA
Career Service Board on 5 November 1953. You will remember that you came in
late. Previous to that there had been discussed Tab G of the Legislative
Task Force Report entitled "Tenure, Jo ecuri and Reduction-in-Force."
As I had indicated to you previously tire a se he point in the meeting that
while Tenure was to be discussed in the paper, actually it was neither dis-
cussed nor were recommendations made. Consequently, the point was raised
but due to time factors and other circumstances, Mr. Kirkpatrick generally
felt that between the Personnel Office and the Office of the General Counsel
this matter could be looked into further prior to any drafting of legislation.
The general discussion of this subject runs from approximately page 5. through
the middle of page 8.
2. One of the specific solutions decided upon by the Board was to
eliminate the word "Tenure" from the paper. Kirk made the comment that if
further papers were needed on the subject of Tenure, he was certain that
the Personnel Office's files must be bulging at the seams on the subject of
Tenure from every Government source. I am not sure his assumption is correct
but in any event it would seem that this subject of Tenure in connection with
Career Service should receive further consideration by the Personnel Office.
3. If you agree that further study is desirable, we will incorporate
such a request into the request that we are preparing advising Personnel on
other recommendations of the Career Service Board.
