UNITED STATES GOVERNMENT TO : Executive Secretary, Career Service Board, CIA- DATE: DEC 2- 1953 FROM : Assistant Director, Scientific Intelligence SUBJECT: 25X1A 25X1A - Request for Promotion 1. It is requested that be promoted from G5-12 to GS-13. is assigned to CIA Training Program 'tCIt 25X1A for the period from approximately 1 September 1953 to 1 September 1955 and occupies a Career Development Slot. 2. This request is submitted at this time for the-following reasons.: a. This recommendation was originally presented to the 0SI Career Service Board on 20 May 1953. Since the OSI regu- lation concerning minimum time in grade for outstanding performance had not been met, the Board ruled that the request would be reconsidered in November* b. At the time of the above ruling, the 0SI Career Service Board was aware that, in order to further the train- ing of this outstanding officer, a request for overseas training and his assignment to a Career Development Slot would be submitted. It considered, however, that such a training assignment would not act as a deterrent to his promotion when the minimum time in grade requirement had been met. 25X1A c. On 1 November 1953, the OSI Career Service Board recommended that be promoted from GS-12 to GS-13. 25X1A 3. entered on duty with the Agency on 10 February 25X1A 1950. In the absence o Chief Scientific Resources Division from May to September 1950o acted as Division 25X1A Chief. Later, when the Scientific Resources Division performed under branch status (October 1951 to October 1952), served as Acting Chief. Since October 1952, when division status was reestablished for Scientific Resources Division, until his recent assignment to the training program, he served as Chief, U.S.S.R. and Eastern European Branch, Scientific Resources Division. He possesses outstanding analytical capability, has demonstrated his ability to carry the responsibility required under his assignments and has definitely indicated his capacity to accept and fulfill greater responsibilities. .
