1., Minutes of the 27th Meeting held on 29 April 1953 were approved,

The Executive Secretary reported that although the Panel's
recommendations in this case had been carried out,, a vote as to
sui tabilityr for a career in CIA had not been recorded. The Chaff
man summarized the case and pointed up the intent of - the Panel as
reflected In the recommendation, The Panel decided, by a voice
votes that this individual is suitable for career service in CIA.
(vote 4 yes; 0 no; four members present). This action terminates
the Petrel's interest In Case No, 26 except for the trial period
review,

been requested to come to Washington for a pre .employment medical
examination, but since she has not replied,, the final. ax Kngemen

4, The I cutive Secretary read, for the record, the memorandum
from the D.PD/CI to the Chief, Medical Staff, dated 13 f1pr l 1953 concerning
an applicant whom the MedicalL Staff has disqualified for a ,ployment with
the Agency, The DAD/CT had requested that the Panel review this case and
advise the AD/Cl of the Panel's jurisdiction in cases of this type. The
advisor for the Medical Staff reported the circumstances causing the
Medical Staff to disqualify this individual. The Panel then instructed
the utive Secretes to inform the DAD/Cl that the Panel has no
jurisdiction over this or similar cases o If the Medical Stir, Security
Office or Personnel Office disqualify an individual for Medical, Security
or qualification reasons,, the DCI is the only authority for setting aside
the decision,
5* The Panel discussed the manner in which the special meeting
(10200 a,m0, 8 May 1953) will be conducted, It was agreed that the
Executive Secretary would open the meeting with a brief state ent of
the organization and responsibilities of the Panel. lie will conclude,
his renae s by introducing the members of the Panel and present the
Chairman who will conduct the meeting. The Chairman will attest to
center the discussion on. the principles stated in the Panel's Report
and to avoid consideration of the procedural problems which nay be
involved.

7, The Executive Secretary reported that the Career Development
Staff had been assigned,, by the Assistant Director (Personnel), the
responsibility for writing a CI Regulation covering the activities of
the Professional Selection Panel. The Panel agreed that it was not
desirable to issue a Regulation for the Panel at this time, It was
noted that the Panel had recoxmnended that the CIA Board change the
Panel's tor m of reference to such a de ,Tee that approval by the Board
would make a Regulation that was prepared now obsolete.
80 The Executive Secretary reported that all DD's, Ales, Staff
Chiefs and Office Heads have been inforrmd of the CIA Career Service
Board's decision that an adverse suitability recomnc3ation by the Panel
can be overruled by the DCI only, It was noted that there are indications
that the Panel's decisions in case No, 38 and case No, 48 will be appealed.
9, It was agreed that the Panel will hold its regular meeting at
2.00 P.M. each Wednesday.
10, The meeting was adjourned at 4:10 to reconvene at 2:00 P.M. j,
