irregularities in the handling of Case Nos 23o The Panel reviewed
this case on 30 January 1953 but had requested that it have an
assessment report available to it before a recommendation is made
for disposition* The advisor for Personnel was requested to refer
the case to the Asaesament Branch for action* The file, when re.
(erred to the Assessment Branch, contained remarks by the Office
Cafter Service Board and the Office Personnel officer indicating
that mental conditions are involved. These comments were informal
and open to arq person having access to the file0 It is 0/TR?s
opinion that if this is a mental case it properly belongs to the
Medical Office and the Assessment Branch should not be involved*

tion of this technique. The implications of the following questions

Director's Memorandum establishing the trocedures by which the Personnel
Office will meet its responsibilities to the Panel. The Panel made no
comment on the proposed piCocedure.

mast be recorded and made available to Panel members and advisors on
request, it was further agreed that those Panel me ,ers and advisors
actually present when the case was presented, the Executive Secretary,
and his stenographic staff are the only persons permitted access to these
records without Specific authorization by the Chairman of the Panelo
