1. It is requested that a Rotation Loan Slot be made availablo
for Nr. GS-13 resently a member of the Paramilitary
Operations Staff., Mr. plans to spend one year at Cornell
University atu International Labor Relations, During this
period,. Mr, will be receiving a Fellowship and will be
appointed as a Graduate Assistant. He has requested LWOP during
this period,
2. Mr. is a highly intelligent employee, a Phi Beta
Kappa graduate, and has had-extensive training during his, two years
in CIAO Mr.- is thirty-two years of age and married.
3, Mr. has many assets that should be preserved
by the Agency. The Chief, Paramilitary Operations Staff, and
the Chief, Office of Training, concur this statement.
4. Neither the Paramilitary Staff nor the Office of Training
has a slot in which to carry Mr. during his period of LdOP.
5. The Paramilitary Operations Staff would be most anxious to
have I+Ir. i assigned to the Paramilitary Staff for duty upon
his return from this schooling if a position is open at the time.
On the other hand, the Chief, Paramilitary Operations Staff, would
not object to the placement of Mr. - elsewhere in the Agency 25X1 A9a
where his qualifications might be better utilized,
