Mr. Kirkpatrick signed the memorandum to the DCI re 0 K. Will ask DCI approval and return the memorandum to the Panel. He questioned whether it was necessary for this to go to the Director and B. reminded him that this was according to the terms of the appeal procedure which K. had established. 3. K. approved on behalf of the Board the memorandum of 8 June 1953 regarding 10 -day appeal limitation and procedure for the Chairman of the Professional Selection Panel. A copy was retained by K's secretary. Original returned A to Be 2. K. expects to discuss the Executive Inventory with the Director today. It. K. approved the proposed Notice of composition of the Professional Selection Panel and asked that it be issued using normal channels. 5. B. explained briefly to K. the background of the Commendatory Letters for 10 years' service in the field of U. S. intelligence and gave to K. the letter for K. will e Director's signature and return the letter for a very to Mr. 6. K. approved the placing of the Letter of Commendation Staff Study on the agenda for the Steering Group on Mondaye was at present being prepared for issuance by the Personnel Office. 7. A copy of the PDM re support of activities of the Professional Selection Panel was left with K. for his information with the advice that this 8. K. noted that B. had been officially appointed Executive Secretary of the CIA Career Service Board by the Personnel Office. 9. K. approved the meeting of the Steering Group for Monday, 15 June at 3:00 P.M. and for the Board on Thursday, 25 June at 4:00 P.M. 10. A copy of the draft paper "Procedure for Selecting New Career Employees" was left with K. for his information. He was told that the Panel proposed to discuss this paper in detail at an evening session next week and that the Panel hoped that he could join it for dinner and the discussion which would follow. He said that he probably could and asked to be advised when the meeting would be held. K. asked that a meeting be set up next week (15-19-June) with irkpatrick to discuss the writing task that would be given to this group concerning the issuance by September of the brochure "hat the Career Service Program Means To You". K. had not received the memorandum from the General Counsel requestigg the career designation LE. Consequently., it was decided that B. would discuss with K. all the matters concerning career designations at some later time. K. had received from 0 the Hoover Committee Report, the Rowe Committee Report and the Department of State "Personnel Improvement Plan" which resulted from the two former reports, but had not yet had opportunity to read them. K. stated that the Legislative Program, if any, would be taken up with the Task Force next week. B. transmitted to K. the nine essays which had been procured through the good offices of j and explained to K. that it had been tentatively agreed between B. and that this material could be expurgated and sterilized so that there would be no attribution to its original source. The material could then be used by groups planning the career service of CIA. K will return to B. with his comment. K. said that he planned for the agenda of the Career Board meeting, 25 June, a paper to be signed by him addressed to the Office Career Service Boards instructing them to. carry out certain duties and responsibilities in implementing the Career Service Program. This is in the interest of achieving greater uniformity among the several Career Boards. He asked for material having to do with the problems that Boards had encountered, good and bad practices, etc. B. said that he and II would work on this.
