Conversation with Mr. Kirkpatrick
3:30 PM., 19 May 1953
1. There will be no'Steering Group meeting on the 18th.
2. Mr. Kirkpatrick has not yet received an appeal on the two Professional
Selection Panel cases. I told him that' had signed the appeals 25X1
and they were supposed to be on the way.
3. Regarding Mrs since I have the responsibility of keeping 25X1
accurate minutes o he meetings, Mr. Kirkpatrick has no objection
to his taking a full transcript if I require it. I will work out
with 0 signals so that he will either take or not take certain 25X1
parts.
Ii. We went over the agenda and Mr. Kirkpatrick kept the copy I had taken
to him, adding between the minutes and Item 2 the note that he should
make some remarks about his accession as Chairman and the proceedings
in the Steering Group since the last Board meeting.
5. Re Item 2, I received back from him original comments by the Office
Boards on the Panel's recommendations so that they could be used by 25X1
Amory, etc. These comments should be delivered
back to Mr. Kirkpatrick early Thursday morning for his study before
the meeting. He understands that the carbon copies are being
circulated to Bairds The 25X1
OCI and Security comments will be added to the ori is prior to
delivery to Mr. Kirkpatrick on Thursday and a digest of those comments
should be prepared for the meeting on Thursday.
6. Regarding the Carey memorandums return it to Mr. Carey advising him
that he is correct.
Hold Personnel Notice about the Panel until after the meeting on
21 May only because of propriety not because he has any doubt about
whether the Panel is going to be kept or not.

Mr. Kirkpatrick read Mr. Wolf's memo to DD/A Boards and the two page
25X1 memo which had been prepared by Mr.~ He felt that this was a
good start but that the CIA Board should go further in telling Office
Boards of the facilities the top Board had at their disposal and
particularly what facilities the Personnel Office had at the disposal
of the Office Boards. He asked.that using that as
a starting point, begin to build a paper which w. pu into effect
the above general requirements. This memo of Mr. Wolf's was returned
