MEMORANDUM FOR THE RECORD
On 8 October 1954 I showed to Mr.M the proposed
memorandum of notification of Membership in the Career Staff,
with the especial purpose of ascertaining if the stationery
of the Office of the Director could be used for this purpose.
Mr.~ informed me that sine was a principal
officer of the Agency, reporting directly to the DCI, he was
entitled to use the stationery and sign the memorandum "For
the Director of Central Intelligence"s as was proposed, There
was no question, therefore, of the appropriateness of this
procedure, and the DCI need not be queried on this matter,
