The minutes of the 8th meeting of the CIA Career Council were approved as distributed, 2. The Chairman informed the Council of the present status , of the two staff studies concerning Honor Awards which were An the hands of the DDCIe of the status of the proposals on classification and grade structure which were being jointly considered by the LOffice of Personnel and the 1.1enagement Staff and of the approval , of Mr.t I by the Director AS an additional repreeene tative of CIA to the AikeIemeColleee. 1 3. The Council considered the two candidates for the Harvard Advanced Management Program and decided to recommend to the' irector that-) 1.0 Office of the Comptroller. and Me.l Office of Operations, , in the order namedebe nominated tHrga_eveor attendance at the next session ,which would begin in September. Harvard University having advanced its date for selection tq 15 May, had left CIA little opportunity to consider candidates in the manner in which the Council had agreed to in December. The Council agreed that the procedure and method of selection of candle dates-hr the Advanced Management Course at Harvard and for thei senior Service Colleges Would be revised before it was necessary to make selection .foe future sessions so that moed-ordeelk and less hurried deliberation could be given to the matter. 25X1A 4e The Council considered Item 2 of the Agenda, revision Of Regulatior ,1?The CIA Career Council and the Career Services' and approvedetrevision as proposed.: It Agreed that the effective Approved For Release 2002/05/02: 25X1A9a 25X1A8a Approver Release 2 R000700050007-7 date of change.over from the present vstem of Service Designations, to the new syself7ThkeTleft to the Office of Personnel to fix at 4 time when the least dislocation to continuing reporting systems and statistical summaries would be incurred. 50 The Chairman reported on the reorganization of the CIA Welfare_ Assistance Board and briefly described its by-laws and first meeting A total of four loans in hardship cases had been approved. The Inspector General reported, that the General Counselwas redrawing the Charter of the other Welfare Group and until that had been done, it would not be possible to make any further progress towards its, reorganizatiOn. 6. The procedures and methods used by the gik Selection Board and the Examining Panels in processing applications for membership in vie uareer Staff were aiscussed in detail, and _questions of poi CY regarding the disseminatiOn and uses of certain kinds of information were raised. The Council agreed to meet a week later to consider these quettiOns. 7. The Council discussed the Inspector General's z:eport to the pirector 'Report On the CIA Career Pro:ram which had been made available to it for information. The chairman announced that the reports of.: the 12: Career Services for the period 1 January to 31 March 1955 Were available to the members of the Council and that Some of the questions raised by the Inspector General could possibly be answered from these reports. 8.
