MEMORANDUM FOR: Director of Central Intelligence
SUBJECT: Awards to Federal Employees for Outstanding Service
This memorandum contains a recommendation for the Director's
approval. Such recommendation is contained in paragraph 5.
1. The Agency might participate in four programs of national
scope for awards to Federal employees in recognition of their outstand-
ing service. These are:
a. Rockefeller Public Service Awards
b. National Civil Service ILeague Career Service Awards
c. Arthur S. Fleming Award
d.. William A. Jump Memorial Award
2. The Agency could participate if the following principles with
regard to security are observed:
selection committees,
b. The Agency, and any persons nominated for such awards,
should realize that their future assignments or duties
which involve cover considerations may be curtailed or
restricted by reason of their public identification
with the Agency, and
c. Security factors might hamper or prevent consideration
of an award to a particular candidate under certain
circumstances.
3. Since opportunities for public recognition of individuals in
the Agency are so limited, it is considered that participation in these
programs, within appropriate standards of security, would be of benefit
to employee morale and also to the prestige of the Agency.

4. The Career Council has informally discussed programs of this
recommended
type on several occasions and the Honor Awards

a. The Director of Personnel be responsible for the
administration of public recognition programs; and
b. That the Career Council review nominations from the
Deputy Directors (Intelligence), (Plans), and (Support)
of persons who are qualified for awards and who may be
publicly identified with the Agency and make its
recommendations to the Director.
