SUBJECT: Participation in the Program of the Harvard Center for
International Affairs During the Academic Year 1958-
1959
1. The Harvard Center for International Affairs will commence
its work in September 1958 under the leadership of Robert Bowie. It
will have a faculty of four members and will assemble a number of
American and foreign officials and scholars for the purpose of
pursuing intensive studies in the field of foreign affairs. Partici-
pation in the Center begins in September and ends in June.
2. The Department of State plans to send two Foreign Service
Officers to the Center. A few other officers will be selected from
United States departments and agencies. CIA is invited to send one.
The Director of Central Intelligence has agreed to do so if a proper
selection can be made. CIA will pay the salary and per diem of its
nominee and may pay tuition. The latter point is not settled.
3. Mr. Bowie has asked that our first candidate be a person
professionally equipped to initiate research in one area because
during the first year, Mr. Bowie and his faculty will have the dual
problem of running the Center and initiating the overall research
program. A copy of "The Program for the Harvard Center for Inter-
national Affairs" will be forwarded to the members of the Council
prior to its meeting on 23 January 1958.
