Senior Officer School of the Foreign Service
The course is of 9 months duration and 36 weeks will be devoted to actual
training time. It will be divided into 4 sections:
I. Concepts of National Strategy - 8 weeks
Objectives: To develop a comprehensive understanding of
contemporary interests, objectives and policies of major
nation-states; To evaluate, from the point of view of policy
formulation by decision makers, the degree of planned inte-
gration of political, economic, psycho-social and military
elements of national powers in support of national objectives.
II. National Problems and Trends in American Society - 4 weeks
(This will include review of the American scene 1940-l96_0)
Objectives: To develop a comprehensive understanding of the
main tensions, goals, attitudes and norms of American society;
To identify the main directions of American life; To estimate
the influences of these directions on U.S. national objectives
and foreign policies.
III. Current National Strategy - Issues, Policies and Programs - 12 weeks
Objectives: To determine the assumptions of current concepts
of national strategy; To examine U.S./Allied and USSR/Satellite
programs and commitments supporting their policies; to
identify strengths and weaknesses in current policies and
programs in the light of U.S./Allied interests and objectives;
To analyze the problems and methods of coordination in
implementing U.S. policies and programs.
IV. Problems in Policy Planning - 12 weeks
Objectives: Toformulate integrated intermediate (5-10 year)
policies; To accomodate alternative developments in key
strategic areas; To analyze in selected cases the relationships
of political ends to military objectives and ends in limited
wars.
