1. The minutes of the 57th meeting on 23 September 1959 were approved
as distributed.
2. The Deputy Director (Support) called attention to the large number
of candidates relative to the few openings at the various Senior Officer
Colleges and suggested that the number be reduced in future years by more
selective screening by the Deputy Directors. He pointed out that an exces-
sive number of candidates not only complicated the work of the Council but
resulted in disappointment to an unnecessarily large number of persons.
It was agreed that in the future the Director of Personnel would undertake
to reduce the lists of nominees in consultation with the Deputy Directors.
3. A general discussion was held on the need for the Agency repre-
sentatives at the various schools to be adequately briefed on all aspects
of Agency activities and to know exactly what matters could and could not
be discussed during school courses. It was agreed that the Director of
Training, in collaboration with the Deputy Director (Plans), would ensure
a comprehensive and discriminate briefing.
4. The Council interviewed candidates for the Armed Forces Staff Col-
lege, the Industrial College of the Armed Forces and the three War Colleges
of the armed services. The candidates nominated by the Council to attend all
the Senior Officer Colleges are reported in the copy of the memorandum to
the Director of Central Intelligence from the Chairman, CIA Career Council,
dated 7 October 1959 (see attached).
5. The Council adjourned at 4:45
