The Civil Service Cusdseica is making a study for the Office of Defense Ibbilisation of the need for a Govea =c t-vide reserve program composed of personnel below the level of the National Defense Executive Reserve. The representative of the CSC advised us that others civilian Government organisations require additional legal authority before they can proceed with a reserve program. 5.
