SUBJECT. Status of CIA Civilian Specialist Reserva Program
1. The Director of .Central Intelligence apprtw the estadbitebment of the
CIA Civilian Specialist Reserve on 26 Jinuary 1958. This pram is initially
limited to a pilot activity of 50 reee rviste confined largely to the Office of
Casmmicatione.. Contingent upon the suceeao of the pilot operations, the program
panded to a mazimnm of 250 active r'eeervista.

2. On 12 February 1958 the Director of Personnel requested the Deputy
Directors to identify components under their. juris&&t* tion interested in establish-

The above allocations a valid until 31 July 1958. If they are not firmly
obligated by that date (obligation as used hem- usnii Mm acceptance from the
individml of proffered membership in the CIA Civlinn Specialist Reserve) these
unobligatedd, may have to be recalled and made available to componmts who have
d strated a need for additional slots.
3. The four participating offices have aubsaittc4 n =e requests for individuals
to occupy their spaces and the recruitmr t of ` ese .? id .s will begin in the
very near future. The individuals vamed are for the moat part former employees.
4. The Civil Service Cusdseica is making a study for the Office of
Defense Ibbilisation of the need for a Govea =c t-vide reserve program composed
of personnel below the level of the National Defense Executive Reserve. The
representative of the CSC advised us that others civilian Government organisations
require additional legal authority before they can proceed with a reserve program.
