If the Agency feels that its role and function are not adequately understood at the level of the National War College or that its position is being undermined by smart-aleck students with- out adequate rebuttal, the DCI should make a formal proposal to the Service Secretaries, Chief of Staff, etc., asking that a CIA repre- sentative be placed on the faculty of that school. b. Before making any such proposal, the Agency should be pre- pared to nominate at least three persons who will be fully qualified and available for such an assignment. c. Any nominee must be an outstanding representative of the Agency, preferably a Ph.D., and an authority on CIA and its activities. are three Agency officers considered competent to assume this assignment. d. Most confusion and possibly hostility toward the Agency per- tains to the Clandestine Services mission of the Agency and not the estimative side of CIA's mission. With this in mind, the CIA repre- sentative on the faculty should clearly be both competent and authorized to speak with authority on the Clandestine Services mission. He points out that from the transcript of the CIA Career Council Meeting there does not appear to be a meeting of the minds between Mr. Amory and - as to whether DDI or DDP officerESTATINTL would benefit most from attendance at the Imperial War College. seems to think that attendance by DDP officers would either not be useful or would not be desirable for security reasons. The DDI, on the other hand, seems to express the view that the con- tacts that a CIA officer would make with representatives at the school from all of the Colonial and Commonwealth countries would be of great value to a DDP officer over the years. b. He believes the experience, knowledge, and contacts derived from attendance at this school would, in fact, be a most enlightening, educational experience but one which would be frightfully expensive. He cannot appraise the value received as compared to less costly training at other educational facilities. c. He believes that if Mr. Amory (in view of DDP indifference) would like to use this educational facility for DDI personnel, he should fully staff out and justify a proposal for DCI approval.
