In advocating the adoption of Us Black Duck Plan, the
Chief, FI is primarily interested in the adoption of 2
Tiro 040ls: (a) freedom of tranafer.witbout.reference to
where eperational necessity requires, and (b) the
-right to promote in unusual cases where classification or
encumhent's position does not accommodate promotion.
Example of (a): The Chief, Ti wishes to send one of his
teenier staff chiefs, grads GS-15, to an EE field station to
meet an operational situation which particularly requires
the experience and Imow-bow of the staff chief. The grade
of the field station chief position is 38-14 so that the GS-15
is blocked from tranafer simply because of position classi-
fication.
Example of (b): I chief of station in the NE area
Cupids* a 0643 position. Because of the encuebent's
language qualifications and knowledge of the loeal eituation
the Chief, F/ wants to keep him at his present post for an
indefinite length of time. Be cannot prorpte him because
theism is already a 08-73 and his position grade cannot
accommodate the action.
