MEMORANDUM FOR: Deputy Director of Personnel for
Planning and Development
SUBJECT: Legislation to Provide Accelerated Retirement
1. Reference is made to the last meeting of the CIA Career
Council at which the Agency's position and the Bureau of the
Budget's position concerning our retirement legislation proposal
was discussed.
2. The Bureau of the Budget has furnished the Agency the at-
tached notes which represent the conditions of accelerated retire-
ment acceptable to BOB. You will recall that the Council very
positively stated it would not accept BOB's conditions. I have
talked further with Mr. Norman Paul, and while we are under no im-
mediate pressure to place ourselves on record with BOB on this mat-
ter, there is a possible advantage in so doing as early as possible.
BOB may well be considering other legislative proposals relating
to accelerated retirement where our views should be considered.
3. Please arrange for the preparation of a letter to BOB
which will summarize the various points discussed by the Council
and thereby give the Bureau the specifics of our objections to STATINTL
their alternate proposal.
