The Director of Personnel and the Chief, Management Staff
recommend the addition of the following to paragraph 3a,
Propmedl I,nTables of Organisation, in order to pro-
vide addoa operational flexibility.
Aowever, uhen in the opinion of a Deputy Director, or his
designee (not lower in the chain of command than an Operating
Official at headquarters or a Station Chief in the Field) urgent
operational necessity indicates an immediate need to transfer positions
within his jurisdiction and the requirement cannot wait for reason-
ab4 prompt action on the part of Support Officers at headquarters
the newsman, changes may be accomplished without the prior approval
of the Deputy Director (Support)(paragraph c below). In such instances
the responsible Deputy Director, or his designee, as indicated ab0704
will promptly notify the Chief, Management Staff and the Director of
Personnel of the changes indicating. to each of these Support Officern#
respectively, the new functional alignments and the changes in position
designations. As soon thereafter as practicable, and no later than 45
days free the date of such a change, the responsible Operating Official
will forward to the Support Officers concerned full justification
inelwaing functional statements, position descriptions etc., as woad
be the case in a normal request for changes to the Staffing et:Implement.
The Chief, Management Staff and the Director of Personnel will post.
audit such changes. Until the changes are appeared by the Deputy Diree:ar
(Support) they will be considered tentative and subject to revocation on
alternation as appropriekei
