Dear Mr. Lightsey: Reference is made to the Commission's letter of October 16, 1946 in which you were advised that the Commission has initiated action to secure inclusion of the following provision in Schedule A of the civil service rules: Central Intelligence Group Pending final action in this matter authority is hereby granted under section 7 of Executive Order No. 9691 of February 1i., 1946 to effect appointments to all positions under the Central Intelligence Group without civil service examination in the same manner as appointments are effected under Schedule A of the civil service rules. In accordance with section 7 of Executive Order No. 9691, this authority will not apply to positions filled by persons having a ccm- petitive classified civil service status. ILLEGIB In making appointments under this authority preference must be given to veterans as required in the regulations for the administration and enforcement of the Veterans' Preference Act of 1911+ in the unclassified service.
