1. This Office concurs in subject regulation.
2. Paragraph 3a(6) speaks of separating those
individuals who do not perform effectively or whose
services are no longer required. There does not pre-
sently exist any Agency mechanism to separate staff
employees whose services are no longer required. It
would appear desirable to have such a procedure in being
prior to the issuance of a policy statement on the matter.
