They will not see the value of general intelligence training until they have faced the intelligence problems of their specialty. b. Many professionals will initially hold jobs much less responsible than the JOT level requires, e.g., OCR, RI?STATSPEC #b. There are many administrative problems to solve if we set up examining panels to select JOT's. a. Will the panel be available to see candidates throughout the year as they appear in Washington? b. Will delays in selection occur as a result of panel selection? Delays are the greatest hindrance to recruitment. Over the years, we have eliminated many delays. #c No. Unwieldy. The "private citizen" brings too many of his own prejudices, would take too long to educate, might make a public argument if his ideas were not accepted. #d. OK #e. OK - good, in fact. #f. OK #g. Probably OK - if we don't buy State procedures blindly. Their standards are quite different from ours. I am very concerned about our ability to recruit 142 JOT's in any one year. It appears now that we shall get 95 - 100 in Calendar Year 1960. We should revise the military program. Be willing to accept more men between 22 and 25, and increase the recruiting force.
