MEMORANDUM FOR: Director of Personnel
SUBJECT : Professional Attrition
1. As we understand it, true separations of "professionals" in
CIA have totalled 986 from 1 July 1962 to 29 February 1964. These
figures exclude JOTS and communications professionals. If these were
included, the figure would be well over 1,000 for this period.
2. Does the Office of Personnel have any data, except exit
interviews, on why this large number of people left CIA?
3. Does the Office of Personnel consider that this must be accepted
as a cost of doing business?
4. Does the Office of Personnel believe that research in more
depth on the reasons for professional attrition would produce information
of any significance?
5. Does the Office of Personnel believe it is possible to reduce
professional attrition?
