Some of the complaints, however, are based on a mis- understanding of the require?eents process and the panaceas seem to be directed towsrrc the solution of superficial problems rather than etting at fundamental difficulties. These complaints are the result of a motor of fags which include the followings (a) Collectors serve a. complex of custca re whose interest* overlap to eonsiderable uegrae. (b) Mazy analysts have unrealistic expectations eoa- ceraing what can be accouplished by collectors. (a) Nany collectors do not unaerstand the substance involved in the require ate they are toing asked to fulfill.
