MEMORANDUM FOR: I

SUBJECT: Electrical Transmission ofireports to OCI
1. A check with the Signal Center reveals that electrical trans-
mission of reports from the L Building Signal Center to OCI with
current equipment would entail the following additional steps:
a. Duplicate the clear-text tape produced from the pouched
tape from the field.
b. Re-encrypt the clear-text tape in the system used with OCI.
c. Transmit to OCI, where the tape must be decrypted.
d. Run the new clear-text tape on the Flexowriter to produce
clear copy (the "break-back" copy produced during the decoding process,
as can be seen in the attachment, is not satisfactory because of
differences in operation codes in the Teletypewriter and the Flexo-
writer).
2. The Deputy Chief, Signal Center, advises that regular traffic
on the two links between L and Q Buildings is currently so heavy that
it is necessary to transmit some materials by courier. One reason for
the present system of transmitting reproduced copies of TD's by courier
is that the encrypting load is so heavy in Signal Center that TDts
were being backlogged.
3. In light of the above, I s est that we delay any test of
this aspect of the system until equipment is in operation
between the two Si ai enters. I understand that il are now
being installed, but will not be available for some weeks, as they
must undergo shake-down tests prior to being used for official traffic.
