SUBJECT: Proposal for the Planning Group
1. I hope you won't mind digging into this draft in its present
unfinished state. I felt it essential, first of all, to put down a
reasonably logical sequence of processing steps.
2. Please review it, first of all to determine whether we can
agree on the following approach to our common task: A Statement of
the Problem should precede the attached portion of the paper. It
should comprise DD/I and CS subject matter in logical order, showing
their cohesion. We can fall back on materials which the Committee
has reviewed to date, and on anything else our staffs can contribute.
3. We should then do enough work on it to be agreed that we
have something good enough to go to the Committee. We should not
attempt to coordinate it internally with all concerned in advance
of giving it to the Committee, although we should probably assure
ourselves (at least I should) that our respective Chiefs find it
tolerable.
1+. While the Committee considers it, we should circulate it
among our colleagues to gather their reactions so that we can bring
these to bear on the Committee's recommendations as may be desirable.
The latter should go officially to our Chiefs for staffing and
approval.
5. Please let me know what specific areas of disagreement we
need to work on, and how soon you think we might be able to put a
paper before the Committee.
