Study
1. In accordance with my conversation of 17 March with
of your office, the following would
appear to be appropriate terms of reference for your study of a
high volume rapid communications system.
?. vur objectives should be to establish a high volume rapid
communications system capable of getting almost all intelligence
information from the reporter to the using analyst within 24 hours.
3. The study should result in the preparation of a staff study
the signature of the L)D1, #)D1- and Director of Communications.
which will request the necessary approval from the L)C1 for the es-
tablishment of a system that will attain the objective described above.
4. The staff study should be based an detailed investigation
covering four major elements:
a. description of the existing system for the forwarding
of intelligence information from the field showing places from which
such information originates. the volume submitted from each place,
the means by which it is brought to Washington and distributed to
its users, the time cossasunned in this processs. and the quantities of
this information going to the particular ruain users of intelligence
in urrnatic,n.
6. -, description of the manpower now used in operating
present system and the costs of the present system.
c. proposed system for handling the information now
d by paragraph a. above using the ',-5-4 and relayed equipment
and resulting in the simultaneous production of uniform stencils in
offices of the main users of this information.

needed to operate the new system together with an estimate of
capital expenditures, personnel costs, and maintenance and opt
costs.
5. It would be highly desirable if the staff study described
in paragraph 4 above could be submitted to the 1XI for approval
before the ead of the current iscal Year. It is recognised,
however. that it may not be possible to meet this target date be-
cause of the complex nature of the preliminary studi a required.
