The chairman informed the Committee of OBI discussions
?a ith the Production Center Planning"Group, DI-A, relating to the new
NIS production plan which CBI has proposed for implementation when
the new Production Center, DIA, becomes operational. (Refer to
Item 7, NCM 356.) DIA has accepted the plan in principle and is now
examining its details. Amcng other things, the plan provides for
major increase (250%) in Chapter I production. selective cut-back of
topical and areal coverage by some 30%, and a general increase in
over-all NIS production to bout 650 sections a year. The proposed
plan is based on present staffing' levels and includes more efficient
practices and procedures stemming from DIA's and CIA's centralized
control of production staffs,:

The chairman stated that the outlines and :schedules
for these NIS sections have been revised to emphasize the counter-
insurgency requirements and to provide for expedited production
f most of the primary sections during the current `;.,seal T.rear
Refer to Item 5. NCM 359).
5~ Changes to NIS Production Schedule
The Committee approved the following chaiges to NIS
production schedule:
a) Section 82 M (Naval Forces) on NIS
from September 1962 to January 1963 because of the extremel
y
fluid situation in regard to the naval forces involves, in accordance
with request of the Navy member by memorandum dated 6 August 1962.
b) Key Personalities Unit G'KP) on NIS
from November 1962 to F 1964 and to be reconstit

from NIS Coor or, Biographic Register, CIA, The Committee
noted that a KP o is to be added to the current production
schedule for June 19 3, thereby retaining a full schedule for the
year,
61 Declassification of NIS Material
The Committee approved the declassification of certain NIS
illustrations of uniforms and insignia for use in the unclassified
Department of Defense Pamphlet 1-M, "Military Un:..forms", in
accordance with request from Directarate for Armed Forces
Information and Education, DOD, dated 15 August 1962.,

The chairman rioted that paragraph Z of NiS Notice No 47
(fords reasonable safeguards, as follows-
"Z . The removal of this control does not
permit the release of this section to foreign
nationals or their governments except by specific
authorization of the Director of Central Intelligence
in accordance with special procedures established
for such release of National Intelligernce.. "
Since other XIS notices of similar content have been
sued in the past, the chairman said he would look further into
