MEMORANDUM FOR: DD/I
To confirm our telephone conversation,
ONE (and OCI, as appropriate) is to prepare
memoranda on 11 countries for which Special
Group (CI) has been assigned responsibility.
These papers will be designed to establish a
"working base" from which the Cold War
Survey can pick up coverage on a regular
basis.
Interest lies primarily in whether
government is threatened by internal insurgency
problem. Other factors are, of course, perti-
nent.
Background on this matter can be provided
orally, if one wishes.
