Intelligence Required for Counterinsurgency REFERENCE : USIB-D-63.6/3, 11 July 1962 (copy attached as Tab A) 1. Following is a summary of USIB response thus far to our request in the reference for vote sheet action on the attachment thereto, i. e. , on the draft memorandum for the Military Representative of the President regarding the subject which had been developed by CIA, in coordination with State and DIA: a. State, Army, NSA, AEC and FBI have concurred in the draft memorandum without comment. b. The DIA member, in concurring, has suggested deletion of the second sentence of paragraph 3 in the draft memorandum. The J::)int Staff member suggests deletion of paragraph 3 in its entirety ". . . for the reason that it is unnecessary and inap- propriate". c. The Air Force, having learned of the DIA proposed change and of a possibility that the memorandum might be re- drafted, requested that its comments and suggestions on the memorandum be accepted for consideration but that it not be required to cast its vote at this time. The Air Force comments and suggestions are attached as Tab B. d. Although the Navy member of the Board has requested that the memorandum be considered at a USIB meeting. his office has advised informally that this course was proposed on the basis of prior knowledge of the DIA question re paragraph 3 (noted in b. above). However, we are advised that Navy will not insist on their request for Intelligence Board discussion of the reference, if the matter in question can be worked out to the satisfaction of Board members outside a USIB meeting. As General Carter's staff action officer on the subject, it is suggested that you review the paper in light of the aforementioned DIA, Joint Staff, and Air Force comments and the Navy position and advise us whether it is feasible to prepare and coordinate a revised draft of the memorandum, as appropriate, for reconsideration of USIB (by new vote sheet) or whether there is any issue requiring resolution at the Board level.
