Recommendation No. 15 of the 4 October 1961 report to the President by the President's Foreign Intelligence Advisory Board states: "We applaud the actions which have been taken in recent times by some of the member agencies of the intelligence community to improve their respective efforts to collect and assess information concerning the scientific and technical capabilities of the Soviet bloc. We believe, however, that some of these efforts have been piecemeal in character; that they have not been coordinated fully; and that they have not taken sufficient advantage of the scientific and technical competence available to our intelligence community both within and without the Government. Accordingly we recommend that the United States Intelli- gence Board make an early and thorough assessment of the problem with a view to improving the collection, coordination, and analysis of intelligence concerning the scientific and technical capabilities of the Soviet bloc." 2. In accordance with USIB-D-34.4/1, the Coordination Staff prepared for Board consideration a proposed response to the recommen- dation of the President's Foreign Intelligence Advisory Board. This draft response was circulated as USIB-D-34.4/3, 6 August 1962. The Board took the following action on it as reported in USIB-M-229, 15 August 1962 (Item 8): "The Chairman stressed the importance of this paper, but said he was not prepared to have the Board act upon it until there was more specific data as to the cost in men and money of actions which the responsible agencies mould take if the recommendations were to be implemented. suggested that the SIGINT Committee comment on Section 6 of the reference report. "After further discussion, the Board agreed with the Chairman's proposal that the report be referred back to the Coordination Staff for revision along the lines discussed in the meeting, including consul- tation with Board members as to their views regarding specific actions S-E-C-R-E-T Approved For Release 2005/02/02 : CIA-RDP80B01083A000100130008-3 Approved For-Release 2005/02/02 : CIA-RDP80BO1083A000100130008-3 and costs to implement the measures recommended in the report and any other measures deemed appropriate as a response to the subject recommendation by the President's Board." 3. To meet the desires of the Board as reflected above, we propose to append to the basic report a financial annex containing cost and manpower estimates with respect to each of the recommendations contained in the report. We would accordingly appreciate receiving from you a statement as to the specific actions you would take in the event the USIB should approve any of the recommendations contained in Attachment B to USIB-D-34.4/3 applicable to your agency, or in the event that you would undertake implementation on your own initiative, and the estimated manpower and budgetary costs of such actions. We believe for this purpose approximate or gross estimates will suffice. 4. Additionally, it is requested that you submit to us a state- ment of any other measures which you would deem appropriate as a response to the President's Foreign Intelligence Advisory Board, together with your estimate as to the costs of implementing such measures. 5. We would appreciate receiving the above statements on or before 21 September. Following receipt of the requested statements from the USIB members, we will, of course, consult further with appropriate members of their respective staffs prior to resubmission of the paper to USIB.
