This a m. reccamerends the position, that you should take 25X1 with regerd to the reccmmeendstions transmitted by meeaorandum cc 6 August 1962. Our rec ndation is set forth in paragraph 3. 2. The draft as**sament end reccmmtendatios were prepared in consultation with representatives of the offices concerned, and we now have no objection to them. It should be pointed out, however, that implementation of several of the proposed recoamendat ices will require allocation of additional funds and/or personnel. Under exist- ing budgetary limitations, therefore, support of the proposed recom- mendations would have to be largely at the expense of existing programs. 3. It is rec , subject to the above caveat, that you approve the recomuendatious and supporting assessment submitted by RAY IS.
